Performs secretarial and administrative work of a complex, confidential and responsible nature within the Mayor's Office, Town Manager's Office and the Human Resources Department; assists and assumes the duties of the Senior Executive Assistant in his/her absence.

Additionally, provides administrative support to the Human Resources Generalist for all duties and functions generally associated with the town's workplace recruitment and employment. The position requires discretion and good judgment as well as confidential and proactive engagement with employees and supervisors.

Assist the Town Manager and Human Resources Generalist with the posting and advertising for open positions within the town. Receives all employment applications, tracks posting dates, filing deadlines, and notices to the Union Presidents when necessary of employment information; coordinates any post-employment offer testing requirements; provides basic information and assists the public in completing and submitting employment applications and understanding policies and regulations; refers complex issues or questions to Town Manager or other appropriate person.

Types, duplicates, and files minutes, reports, policies, orders and other related materials, including confidential personnel documents, collective bargaining proposals and notes, administrative personnel and employee discipline investigative reports.

Composes routine correspondence, memos, and notices, etc.; inputs computer data for statistical reports, prepares minutes, files, processes mail, and maintains

accounts.

  1. Processes new employees for employment records and benefits; assist Department Heads and other town employees with questions relating to employee benefits, primarily health and dental information; tracks all employees to ensure all necessary forms are completed and forwarded to insurancecompanies for new employees, during open enrollment periods, and when employees leave the town's employment; address problems with medical insurance company/broker; maintain all town employee files, medical files and all related employee information including that of a confidential nature; maintains accurate earned time-off records including verifying and filing payroll timesheets, end-of-year reports for sick-leave buy-outs, and other employment timesheets requirements.

  2. Files all Worker's Compensation claims, tracks status of all claims and employee status for return to work.

Performs administrative and secretarial duties such as making appointments, receiving people coming into the office, answering and making telephone calls, handling mail, and writing routine correspondence on own initiative. Performs other related duties as assigned.

Employee workforce is serviced in a timely and accurate manner as to receive agreed upon pay and benefits (based on negotiated contracts). Town Manager and Human Resources Department receives timely and accurate administrative support with regard to all organizational responsibilities.

Office technology and software in the administration of Human Resources.

Skills:

Understand and explain complex situations to employees and Department Heads (i.e. Contracts, plans)

Utilize office technology and software to generate reports, answers to employee questions, etc.

Education, Training and Experience:

High School Diploma or GED certificate

Two (2) years of related experience in Human Resources administration

Alternatively, an equivalent combination of education, training and experience.

Age, Citizenship, Licensure and Background Screening:

One (1) year of college training in Human Resource or personnel administration

Required Physical Effort and Required Equipment Operation to be included in separate document(s). Performs other related duties as required.
